What Constitutes a Manufactured Home?
Customers investigating the benefits of manufactured homes for the first
time might become confused by several terms that are often viewed as
interchangeable, though in reality they refer to different types of housing.
These terms are Manufactured Home, Modular Home, Mobile Home and Pre-Fab. The
differences are explained below.

The “Ma” Williams Difference
“Ma” Williams today is the sum total of three generations of knowledge and
experience, which started in 1969! With this knowledge we’ve pioneered the
process, commonly referred to as a land/home package, whereby a manufactured or
modular home is placed on fee simple real estate with a permanent foundation.
Born of this experience and knowledge we have created a completely new

What is a Manufactured Home?
Manufactured homes are constructed to comply with the National Manufactured
Home Construction and Safety Standards (The HUD Code), a uniform building
standard administered by the U.S. Department of Housing and Urban Development.
About 97 percent of all factory-constructed homes in California last year meet
this code. Furthermore, the HUD code, under federal law, preempts all local
building codes for these single-family dwellings making it much easier to
obtain permits.
Based on construction performance and safety standards manufactured homes (not
mobile homes) have been added to section 17951(d), (1.), thereby allowing
manufactured homes, “to be accepted as an equivalent to the State building
standards code”, the code to which site-built homes must comply.
While mobile homes and manufactured homes benefit from many of the same
regulations and escrow law they are not the same in that mobile homes were
built to the State Health and Safety Standards in existence prior to June 15,
1976.
What is a Modular Home?
Modular homes , commonly referred to as “new factory built” in the State of
California, are also known as U.B.C. homes. This code is not preemptive and
therefore is within the governing agency’s purview and subject to normal
restriction as site built home; however, this home is inspected at the factory
level a small but significant advantage to the modular home over site built.
Modular homes are more expensive to build and therefore costs more when
finished as compared to manufactured. However, if properly built and permitted,
site built homes may be used to establish value for appraisal purposes and, in
certain urbanized areas, this is potentially a make or break difference.
What is a Mobile Home?
Mobile homes, since 1976, are no longer being built. However, manufactured
homes are still mistakenly referred to as mobile homes, and they are not.
What is a Pre-Fab?
The term pre-fab home is essentially a catch all description of homes built
off-site. A home that is truly a pre-fab home has its components; i.e., floor,
walls, roof built in a factory environment but with extensive assembly work
needed at the site.
So what does it all mean to me?
Essentially, it is this dealer’s opinion that, manufactured homes are
absolutely the best housing value available. However, if a manufactured home
does not have “comps” for appraisal purposes then a modular home offers a very
good option as opposed to a site built home built one at a time.
